It might be tricky to implement, and might not be the best for fostering tenant relations, but maybe that's something to look into if you're going to continue to be responsible for the electric bill.

I think penalizing trash going forward so there is incentive to be neat and contacting the other landlords to try to seek collaboration as Zach recommended is the best approach.
