If you're into speculative REI the buying and holding in the belief that Portland is to become the next SF as far as rent / property value goes, then I can see dealing with low cash/door.I'm ready to sell my first home and upgrade to something larger.

Are you speculating that your local market will perform worse compared to another market or are you looking for greater cash flow (exc.)? 

All of this is super speculative, and it may not be a realistic option for you, but this is a potential path to look into.

The Hardesty SFR would be a bit speculative if the revitalization takes and there is appreciation there.

Admittedly I am speculating this next point and forgive me for not pickpocketing every possible scenario here, but I believe since none of the council members who approved this resolution will be necessarily directly affected by this law, as in they are probably neither a landlord nor a tenant – at least not a tenant in a building where they believe none of these criminals could afford, they are either social experimenting for kicks or, worse, intentionally trying to destroy.
