That doesn't mean that you can make an offer without following the rules to successful investing (as in having access to the property to see the work that needs to be done, etc.) but making an all cash offer shouldn't have an inspection clause.

If you are shopping on the MLS and you see a deal you make a call, set the showing and go see the property (in most case faster than you would get a call back from a responsive agent).
