I suspect that an individual could deny a person for this reason.

I have now been denied 3 times.

Unless a tenant has been verbally abusive and I have already restricted communication to written texts or email, I prefer to communicate the consequences of an eviction filing by phone but I will text and follow up with an email if the tenant refuses to answer the phone.

If you don't and had a claim, I suspect you'll quickly find out that they'll deny or reduce your claim due to these issues.
