In the IT world CIOs would look at TCO (total cost of ownership) when deciding on purchasing new hardware/software. 

I know buidium and probably other management softwares will post vacancies on a lot of sites.  

I need suggestions of software to use that would help me with tracking applicants, tenants, expenses, etc.

If you have several rentals and want to get the best tenants into these rentals & also need a PM software, I would suggest Appfolio.

I like the idea of (somewhat) passive income and am in the field of business process design and process management with a background in IT and software development so confident I can build a scalable business.

It looked like there were several other skip tracing software services but most were restricted to currently licensed PI.
