Try a google search looking up the name of the community with "flood" for instance "Bound Brook NJ" and see if you can find anything about a flood the community might have had or you can look into calling the local floodplain manager and ask them if the home has flooded before.

@Mike Castellow  been googling these since your post, do you have any builders or plans ?

Are there any other good books on multifamily and apartment investing that you have enjoyed and would recommend? 

All I can suggest is downloading Google Drive and Google Sheets onto your phone and creating a spreadsheet for each project.
