I personally have not seen what she referred to but reached out for my opinion after the landlord sent her an invoice unexpectedly.

Does anyone have an experienced and trusted general contractor they could refer me to?

The more experienced groups will list a property and direct you back to their website with some sort of form to sign up on their list.
