Most established tradespeople are booked up for many months if not years right now, permitting departments are backed up for months, and a lot of materials are simply unavailable or in back order for months due to supply chain issues.

I can't speak specifically to water but it goes through the same department as a lot of other liens in which I have heard of them settling (Department of Revenue). 

I'm currently working on structuring my time more efficiently and I need help in this department.

I would first talk to the building department and ask them what's left to be done.

I recently discovered something called a "United Stated Department of Agriculture (USDA) loan".

@Timothy Munger what happens if there's a fire and the police or fire department wants to get ahold of the landlord ASAP?

Kind of like and HR for living in the property, but more tenant support/resources kind of HR vs the policing layoff type we’re familiar with in corporate America (and of course, I’m not saying the companies’ HR department would play this dual role - that’d be terrible).  

I would recommend calling the local police department and asking them to increase foot patrols in the area, especially in the times that most of this behavior is noticed.
