Flipping a new construction

So I have flipped 4 houses now and buying my 5th. The only thing is, it’s completely different than what I am used to. So the house was built in 2000 and was just never completed. Outside is completely done, septic is installed, well has been drilled but no pump, and inside has been framed, wired, and plumbed.

My question is since I’m not a GC do I have to have one for this project? Since the house never had a final inspection done? I’m new to pulling permits and getting inspections etc. Just trying to figure out a good starting point.
