Once you have located the actual provision in the Declaration that allows them to approve/deny transfers of title (if there even is one), then I would suggest sending a threatening e-mail with all of the above points^ and if they don't budge then reach out to legal counsel to send a demand letter (should run you somewhere in the $300-$500 range).

Send the "golden letter" to each (hand written on the envelope and then a good pitch for why it makes sense to sell in this market, inside). 

You'll find some road blocks given how crazy this market has become but don't give up the search. 

We used to highlight the museum two blocks away but most unfortunately it burned and had to be demolished.

If you can narrow it down to a few complexes you should do a letter writing campaign and try to get an off market deal.  

One of the biggest things for me was having an approval letter in hand for when I was putting in offers on properties - this definitely saved me time since deadlines for offers were quick turn arounds in this market. 

After you congratulate yourself you will want to send a letter, call, text and door knock for each unit letting them know who you are, how to pay, reach you, submit work orders, emergency details etc. 

I mailed them a tenancy termination letter 60 days prior to the lease expiration and never heard anything back, about 30 days out tried to contact and still no response...
