All of these areas offer an abundance of "2%" properties in the working class areas (generally older housing stock of 1960s and earlier vintage, so make sure you carefully inspect), but also of course have nicer pockets of 100k properties that will rent for $1,200.Just curious why the specific interest in Cinti, do you have other connections?

There are 2 full baths and one half bath in a split basement...the 2 full baths have good quality vintage tile that would be cool to keep and cast iron tubs that I love and definitely want to keep they do need to be reglazed(I'd just buy something similar if I was going to replace them anyway).

Bathroom will be a selling point if you go with the vintage-farmhouse look and I personally would be thrilled to have a big ol tub to soak in.... :-)  You could also apply a frosting or privacy film to the bottom half of windows, so that the renter doesnt have to have a textile covering (which harbors mold and bacteria, not good in bath).
