Handymen generally (as in never) do not know the code as well as a licensed Contr.The problems are:1) he is working illegally and apparently having no issues with it. 2)You are complicit in this, knowing what you know. 3) The work may be flagged in the future for code infractions 4) You will not get full value upon resale for illegal work.And - 5) By focusing on money only and using an unlicensed scab, you are taking work/money out of the hands of those that made the right choice to get their license and do things legally.

To my knowledge no one in Ohio has been arrested for wholesaling, very few are being investigated for unlicensed activity related to wholesaling.
