There is a lot of pent up demand due to high rates and there is still a major lack of new supply.

The lack of depth for frost protection is a critical area of concern. 

Is it worth the lack of protection?

You can buy a stock, in lets say apple or Microsoft, but that doesn't give you a seat at the table of CEO, CFO, COO ect... but In syndications, you can talk with the managing partner and get all the information, strategy, and experience ect.... 

I would probably start monthly or bi-weekly "safety inspections" to A) document any lack of evidence of risks/issues to the tenant's safety to be prepared to legally defend yourself in the future, and B) to monitor for new/worsening damage to the unit.

It is quite frustrating for sure and there are no shortage of people who take advantage of others but, ultimately, unless there is significant money you are loosing ($25k+) from this due to their lack of disclosure, it usually isn't worth your time.

Basically the area lacks the fundamentals you should be focused on as an investor.  

I post frequently about the unnecessary complexities of most real estate investors asset protection structures and the point I normally emphasize is the lack of attention placed on the day to day operations that are far more critical to reducing liability exposure.

Look at this as a positive because maybe its highlighting your lack of preparedness to manage the property yourself.

That a lack of criteria is like throwing darts at a barn and hoping something good comes out of it.
