Finally,   be sure to join rental housing association (rhawa.org) they are an excellent industry association that supports and represents many smaller landlords in seattle and surrounding region.I have 8 units in 3 buildings right now in south seattle and vicinity;  my strategy has been to buy under-managed but functional buildings needing mild to moderate rehab,  do the work over a couple years with a mix of my own effort and contracting things out, bring rents up closer to market, then long term hold.

Yeah there are fair housing laws that vary by state that realtors have to be careful not to violate but they can pull the community info for your neighborhoods and surrounding areas so you can compare the statistics. 

One example is Birmingham, where I live, which had all of downtown and surrounding area designated as an OZ.

I have a friend that works for the city and met a guy whos company puts in all the infrastructure for new developments and they both said they are developing the area by Becker road big time.
