@Ryan PassiI agree that you need to look at a variety of factors including - price per square foot, potential upside and what it takes to unlock it, current vacancy (you rant vacant units due to rent control), GRM, price per unit.

Make sure you are not a single square foot less than 50% on any leases/agreements.If you go commercial, I'd think that the lender would rather have an established owner occupant business than just completely vacant.
