I get trying to maintain minimum standards but we are getting lesser (but guaranteed) rent and have to be subjected to ridiculous annual inspections and then reinspections.

It's ridiculous.. but check your contract, there is a probably a minimum you will be charged, likely  1/4- 1/2 their hourly rate per email.
