A few years ago while living in Los Angeles, I attended something called the National Grants Conference.

There are some across the eastern boarder from you that may be suitable.

@Mark FergusonI went to a HUD conducted conference many years ago and at that time they said that 40% of the contracts that they receive for HUD foreclosures fall through.

I didn't join the inner circle, but enjoyed the conferences, course materials, and networking.I've since started a free commercial real estate investing club where we co-GP on deals as joint venture partners because I found there's a ton of paid education out there, but people still aren't doing deals.

But, like any appreciation play, it's just an educated guess.I prefer the northern and eastern counties because if you can find a good deal here, you won't need to bet on appreciation since it's practically guaranteed (baring a recession, of course).
