I know it sounds like I'm splitting hairs but some banks write HELOCs in their residential department....which won't write Investment Properties.

California is loosening a lot of their regulations and it would be best to work with your Realtor to see what the counties planning department will allow. 

The owner(s) shall have received a South Dakota Vacation HomeLodging License from the South Dakota Department of Health.

This will be in an area in NY that I haven't worked with the building department yet so I wouldn't know how long it takes to get permits approved etc.

I dont think investing near universities is dead at all.......and i agree with you on our education.....I would simply connect with the university and the housing department.....see if they have an opportunities for student houses with private landlords.......my local university is always running over with enrollment at the beginning of the year and they were paying $500/mo per room at one point to house students.......

Just dont go to the planning department to get help anymore on anything.

Obviously I have no way of knowing why, but if I go further with this I will contact the police department to find out what’s going on with the property.
