Other than that you can canvass the neighborhood and talk to renters in other properties, Craig's List, Local print media other websites and last but not least is a huge sign giving some free rent to attract potential renters.

I think what Mark was talking about was doing a refi to pull cash out, but then doing an installment sale, which would then spread the capital gains taxes out over the life of the loan.

I would use that money in addition to traditional media for things like commissions, buying out leases ( this is where you offer to pay someones lease off if they move now), promotional gifts, you can buy a flat screen tv for pennies,  paying for moving costs, etc.
