I believe FB's ad placement is based on your CTR and if you start the campaign with a low CTR than it probably won't go up by much because FB will waste your impressions on people who have already seen your ad multiple ads.

If my Inc buys the items from an individual and the purchase is well over the $600 threshold and I wanted to write off the purchase, I was under the impression that I would need a W-9 from them and to send them a 1099.
