You will find that most HR departments do not know if their plans allow this and probably do not even know what it is. 

Call your city permitting department and ask them.

If there are no major restrictions, you will also need to work with the city development department to ensure you are providing the proper parking, fire protection, etc.

However the house does need extensive repairs, and when I went to the Municipal Building to speak to the building department they told me that temporary CO are only given to bank owned properties.

I recently received a personal line of credit for $30k from State Department Credit Union as well as $25k from Northrup Grumman Credit Union. 

You could check with the County Building Department and ask them what you need to do to get it so that the two detached units are permitted, thus making it a Tri-plex and both approved for occupancy.
