Need help, town does not want to give me temp CO!

I’ve been wholesaling for a while in Northern Jersey and decided to take on a rehab project in Belleville NJ

I already got a GC looking at it and recently started looking for 2 more contractors to make bids on. However the house does need extensive repairs, and when I went to the Municipal Building to speak to the building department they told me that temporary CO are only given to bank owned properties. (First time I’ve ever heard that)

Since I’m buying from a home owner, they would need to pass for a certificate of occupancy and if they don’t pass either the seller or I would have to make the repairs to do so.

Does anyone have any experience with the town of Belleville??? I’ve done deals in other towns and they always give me temp co. Does anyone have any advice who I have to go to to get a temp co. I heard usually you have to speak with the President or director of the department for a special request but it seems like they don’t want me to speak with him. Appreciate all the help
