I would like to establish a LOC on a commercial property (Residential Office) which I own free and clear.

You aren't supporting this property with real dollars -- again, in my humble and very respectful opinion -- and I'd hate to see a fellow investor hit a wall.

I think it will take years to sort out, and at a minimum:1- getting out of this recession and 2- a lot more SFH+ADU resales to establish a clear track record. 

If you are having trouble reach out to investors in the same market, talk to some flippers and or Realtors they should have a pretty good idea of what the home would sell for in that particular market and usually as long as you approach them correctly and work to establish a relationship with them they will generally share this knowledge.

Two days later we were informed by the tenant that the gas was shut-off to their respective space served by the package rooftop units whereby portable electric baseboard heaters were purchased and brought in to provide temporary heat until such time a final decision could be reached as to whether to repair/replace the existing package rooftop units.

A lot of my tenants are on social security or some other already established government subsidies, and the same people that always pay late, still pay later and ask "what are you going to do for me?"
