However, “substantially remodel” has a specific meaning, which is the replacement or substantial modification of any structural, electrical, plumbing or mechanical system that requires a permit, or the abatement of hazardous material, including lead, mold or asbestos that cannot be reasonably accomplished in a safe manner with the tenant in the unit and that requires the tenant to vacate for more than thirty days.

@Joshua Carter a SIGNIFICANT portion of my due diligence and inspection process requires the utilities to be on.For instance, I run all plumbing extensively to check for leaks, I ensure that appliances are functioning correctly, I check all lights and electrical outlets for functionality & ground, we check the fuse boxes for functionality & condition, we assess the performance of furnace & AC systems, and water heaters, we check the functionality & safety of the gas lines, scope the sewer main and assess water flow, test for radon & meth contamination, and basically give the entire property a thorough "test drive"  --which isn't possible if the utilities are off.

I went thru the house and explained to him the plumbing is shot , the electric is faulty , doors are too narrow , the boiler is 60 years old  good news is the roof is newer .

Unless you are basing the deal off a lower rate to  refi down the road to me it doesn't seem like a good use of time as planning for a best case scenario just seems like a way to see a bad deal as good, and overlook actual issues.I'm old school I don't want to use a program that I am not sure how they are running the formulas and not know if it has a bug in it.
