Rehab for long term rental remodel permit question

Since the building office is not answering their phone here is my question! I am almost finished with a complete remodel (electric, hvac, everything) for a rental property. The plumber mentioned to me that an inspector came by and mentioned something having to be done to the driveway in order to pass inspection. Im thinking it may have to be widened or something if they arnt considering the rock driveway next to house to be a driveway (3 beds equal 3 parking spaces). Can i just leave my remodel permit open and get a renter in the house and then add the driveway requirements in a few months once i have more funds?
