The best thing to do is figure out what is a safe dollar figure to be setting aside every month to ensure you are covered and base your percentage on those requirements. 

If it were me I'd stay on the safe side, you don't want to have to do this again in a couple years when your tenants power consumption increases.

All contracts, options, or other devices not based upon a substantial consideration, or that are otherwise employed to permit an unlicensed person to sell, lease, or let real estate, the beneficial title to which has not, in good faith, passed to such party for a substantial consideration, are hereby declared void and ineffective in all cases, suits, or proceedings had or taken under this chapter; however, this section shall not apply to irrevocable gifts, to unconditional contracts to purchase, or to options based upon a substantial consideration actually paid and not subject to any agreements to return or right of return reserved.

The current fence(neighbors fence) is in almost dilapidated conditions and I’m fearful that this will discourage tenants in future turnovers if not dealt with so with that being said this weekend I plan to reach out to the new neighbors, I’ve already lined up one of my guys to install a new 6ft fence but it will require the demo of their current fence and the dogs to be put up while the work is being done(don’t need anybody getting bit) my question becomes though if you are a dog owner shouldn’t you be required to have a proper and safe fence or does this matter fall into my lap, I don’t want to make to make a big issue because well these neighbors could end up causing more trouble then it’s worth..

From what I understand this usually is never really a problem but is there some way you can do it safely such as getting some sort of written letter of consent from them?

These things are irreplaceable and making the extra effort to keep these safe will show that you were truly considerate.  

These are my "safe" and honestly unrealistic numbers.

Make it clean, safe, and bug free. 

I guess the trolls will rule then, because people like you and me who actually have something valuable to share, will withdraw and go back to our paying business activities and leave others to their own devices.
