While staying with a friend, tenant called the health department to complain about the unit and caused the health department to open up an active case for investigation.Now this is what I was told from the landord's side, I do not know and haven't spoken with tenant, so I don't know the other side of the story.Would appreciate some thoughts on what the landlord should/could do at this point. 

Congrats on your acquisition and even more so on this departing tenant...now you can move on with renting it for fair market rent, with a lease in place, and to a tenant of your choosing. 

Needless to say, even our useless water department figured out that was a mistake.

Reach out to the local county department ask for a copy of tax digest.

(Sometimes you can call water department and ask if any water is currently being used and/or the last time water wasn’t being used.

Once the new renter takes over, you have to release the departing renter and can only charge them rent up until the new tenant took over.

Your best course of action is to head to the revenue department and pay a $1000 deposit to initiate a tax sale against the property.  

Look into Furnished Finder, local companies that need housing in your area, or the easiest way get in contact with the housing department at your local hospital to get their traveling nurse contacts.

Unfortunately my experience is that enforcement might not care what other COA departments say. 

Most established tradespeople are booked up for many months if not years right now, permitting departments are backed up for months, and a lot of materials are simply unavailable or in back order for months due to supply chain issues.
