Here are a few things required to get the site shoveled ready: Ssurveys, environmental studies, environmental impact studies, engineering studies, storm water management solutions, preliminary Architectural drawings… Zoning to Commercial Residential is not the first step.You can make a lot of money by taking raw land to shovel ready, so I would do that and skip building the apartments.
