I can't figure out if she was legally required to disclose to us that she was growing but it seems illogical that there be no consequences to her for hiding this from us if we have to disclose the problem to any future tenants or buyers but had no say in allowing her to grow on our property.  

In this letter all negative consequences for the non paying tenant are explained in an easy to understand fashion.

Meet them halfway be offering to let them move out, without consequence.

If you waive the fee you are telling your tenants it is OK to treat you the way they do and they will suffer no consequences. 

It may draw out the process but that isn't your fault, it's the consequences of his actions.

It means that the tenant can't say he/she didn't know the consequences of breaking the lease, because they have to actually check an option.

It's so much easier to manage a place when you can vet tenants yourself, who think the going rent is a good deal, and you can set the expectations/consequences, etc., from the beginning.
