Investors tend to lend a lot of risk to a principal brokers E & O policy.If you are an investor barely doing deals and want to do exotic deals where many things can go wrong and pay a low fee you might not be appealing to many brokerages.............. : )These brokers building tons of agents at low fees are basically mills.

. - Cash flow is negative for zero down deals, but barely.- RE investment in Japan like this is primarily for tax benefits and loan pay down, with selling equity in the property at year 10 or 15.- There is no such thing (to my knowledge) as cash out refinancing.

I wonder if a similar model could work at a micro level with a fraction of STR revenue shared with impacted neighbors. as someone who is on an HOA board, yes we do allow STR's, but we wouldnt even consider getting involved with your points. i dont know about other places, we barely get people to volunteer for our board positions as it is and we dont require much.
