Looks I have to report net income on SE Line 24 ($2k), but on Line 25, I cannot claim losses due to higher income (>$150K).

My NET operating income (what actually matters) was 60k less than the year prior.

If it were me I'd fix it up to rental quality, no furnishings and rent to the first qualified tenant to apply (3 x the rent gross household income, no history of court with or debt to prior landlords). 

Or, your sellers could consider syndicated deals put together by reputable real estate investment firms that would allow the sellers access to income-producing assets that are professionally managed.  

I used to think that Section 8 was guaranteed income for Landlords, I neglected to think about the Loafers who still refuse to pay their half or percent, thanks for the lesson!
