I have seen a few comments on starting in one state (WY sounds the most popular) and potentially paying a fee for bringing the other properties out of state in.

As noted above in another reply to similar comment, every mistake is a learning opportunity, and I'm happy to say I've learned a few.I'm going to discuss why it took so long with the existing plumber and see what he can do for me on price with this job.

Outline who you are, why you are interested in their property, and maybe add a little personal comment beyond "I am looking to grow my portfolio".

Looking at the Facebook comments, I think most people don't understand this will not apply to them unless they are housed in association with one of those partners. 

I agree with other comments that this is a real hardship and that people are not going to put up with it indefinitely.
