Direct mail to mom & pop owners

I built a list by DFD. Most of them are small apartment buildings owned by mom & pop.

I like to cold call, but for 50% of the list, I can't find any phone number (I'm in Canada, our privacy laws are different than the US). 

I'd like to reach out to them with Direct Mail, but I doubt I will get good results with a generic copy paste campaign since my list is quite small. 

Do you have recommendations?

@Daniel Lozowy, as with all DFD campaigns, your hit rate will be very low.  I think your best bet is to customize as much as you can with the info you have.  Outline who you are, why you are interested in their property, and maybe add a little personal comment beyond "I am looking to grow my portfolio".  

Do you live in the neighborhood?  Did you grow up down the street?  Basically, you want to differentiate yourself from all the other letters.

One way you can try is find what comparable rents are, and essentially put a price in your letter, subject to due diligence and full financial review, of course.  But putting something on paper, especially if you don't want to be a lowballer, like in your other thread, can help get them to respond.
