The problem was she was disabled but didn't get a check and since there's strict laws about evicting persons with disabilities, not considering the fact that shes old, blind and penny less, I was in a mess!!

Usually a trust has several beneficiaries and the trustee manages what ever is in the trust for those beneficiaries, the trust could have additional properties, or investment accounts and may have been started well before the owner became disabled or died. 

(Routine Maintenance, Opening/Closing pool, Chemicals, Equipment, etc.)

Where a tenant is evicted for owner occupancy after December 18, 1998, that unit is designated as the owner's unit for purposes of subsequent owner-occupancy evictions, unless the owner's disability or other similar hardship prevents occupancy of that unit."

If you find a competent RE attorney who routinely does operating agreements, you can save time and money by having him/her produce a std. boilerplate agreement and then tailor it to your specific requirements, perhaps after a short interview of your respective goals and objectives of the partnership.   

However, it taught me to take photographs of ALL the plumbing fixtures and to review those pictures during routine inspections!

I routinely monitored the project from concept to completion to make sure the build was on track and safe for the homeowner who lived in the house throughout the build.

She claimed she had covid and no money- yet I have  verification from her that she's on disability and that is not impacted with COVID.

Reviewing the docs is great for your first deal so you can really learn it but it is a lot of extra expense for something that is very regulated and often very routine.

My advice on where to start is to develop a routine and stay consistent.
