Needed some input on thisIf we buy a house which has renters in it is it second home or investment property?

There are great rental long term rentals in my area but also considering an investment  at the beach for a short term vacation property.

Unfortunately, it seems like the state of Texas forbids HELOC's on investment properties and I am reluctant to do a cash out refi (or sell the properties) as my current hard money rates on these properties are between 4.5%-6%.
