What can I do to ease property owners' minds into accepting these applicants? 

Examples include: marketing, application screening, collecting the deposit, signing a strong lease, late rent, unpaid rent, unauthorized pets or animals, etc.Here's my basic beginner advice: 1.

So my question , do I have to file an application with zoning for it to pass inspection bc the owners never filed anything pertaining to converting it or will it pass and be  grandfathered in as a two family? 

If, on the other hand, I am not having success finding an acceptable applicant, and the Owner is not happy with how long the process is taking, I also ask them to meet me at the property, where I proceed to point out factors affecting the lack of interest, which, usually, are due to shortcuts, low quality elements, or lack of adequate prep by the Owner, or at the Owner's direction.

In larger companies, you may have a very narrow scope of focus, like application screening or maintenance coordination.

Everyone thought that applications for a license would exceed the cap and the licenses would be give via lottery. 

My initial thought is to have her fill out the proper application paperwork and sit down with her to communicate the transition.
