Although rates have been going up, some neighborhoods in NYC (particularly Queens) have been insulated from the price drops because they're in desirable areas of the city (good commute, taxes, school district, etc.)

Hey @Muhammad Ahmadcongratulations on getting started in Chicago, it’s a great city to invest in and house-back 😃✔️ Pilsen is great, lots of local businesses and things to do ✔️ I personally lived in Bridgeport for a few years and the area has changed significantly in the past few years, great access to transportation ✔️ I actually grew up in Brighton Park and this area has drastically changed, there is also a new development with the Chicago Park District headquarters moving there

if you focus on Class B with good school district you can benefit from families with kids that can be long long term tenant

The housing stock is in better shape than the current rental-occupied areas because it is still in transition from owner-occ to renter-occ and therefore has not withstood tenant abuse yet.I would focus on buying rentals in the Washington Local School district.

"atascocita community improvement association, inc" looks like a local quasi governmental taxing/improvement district, Not an HOA.
