I don’t generally offer incentives but I've heard people who do things like "pick your upgrade" (ceiling fan, carpet replace, etc) on anniversary date.

If you can only stay for less than five years, you are better off renting unless you also know how to repair structures and then you can look for a fixer upper and do the Sweat Equity to repair and upgrade the house to live in and then sell in two years as you Residence for tax-free profits if you did the deal correctly.

If my property does not pass inspection without serious upgrades or repairs, the property is not approved for the voucher program and the applicant looks elsewhere.I have been participating in the Section 8 program for the past 25 years and have had good results.
