There will never be a perfect time, and you will never be fully prepared.

In my past experience, VA loans were similar to FHA in terms of them wanting the property to be in pretty perfect condition.

All of them have essentially perfect payment history going back the last 2 years, with very minimal maintenance requests.  

I would not stress about perfection in a rental, especially if we are talking a run of the mill house.

Central AC would have to be the best option for a multi-room unit, you may be able to get away with a window AC or wall mounted mini-split on a one room studio.
