This document spells out all the terms of the loan: the amount, the interest rate, the payment amount (if there is one), the frequency of the payments (if there are any), the length of the loan, the balloon payment (if there is one), when a loan will be considered in default, who pays for insurance (and taxes, and maintenance, etc.), if an escrow is required, what happens if a party responsible for payments doesn't make them, etc., etc., etc.

As they should, since an arms-length transaction is a pretty good (reall, the only) indicator of market value.So knowing that is how they usually do it, seeing appraisals significantly below the P&S price would concern me quite a lot.

Then you need the perforated pvc pipe about 200 bucks , and depending on the length , 1 or 2 tandems of stone about 4 or 5 hundred a load , and some sediment fence or filter cloth 3 ft wide , another 100 bucks .
