It's not livable in my opinion at this time.The Hydrostatic test failed so there may be a possible leak and if so they may want to replace all the clay pipes.

Damage happens, things break, screws get lose, leaks occur, mold forms, batteries die, filters need replacing.

It's a large 2 story in a multi-family zoning district so we plan to place 2, or maybe 3 units here but the house needs a lot of work - issues that may not allow us to finance conventionally - 100 year old slate roof that is leaking (bank won't finance with deficiency like this unless it is fixed - something I do not want the seller to do), knob and tube electrical wiring (many insurance companies won't write a policy which all conventional mortgage holders require).

It has a small roof leak that has been temporarily patched, but caused some drywall damage in the kitchen.

A few weeks later a big storm comes through, and now I have a leak in the roof of my rental after a few shingles were blown off and heavy rains and hail slammed the area.

I need to make sure it is sturdy and secure enough to support a person leaning against it so I don't have to worry (too much) about someone falling off the roof.I'm hoping the rail system does not need to be fastened or screwed into the roof as to avoid any damage to the roof, which would create a potential for water leaks.

Here is the crazy thing, it is leaking only when actively flushing...otherwise the underside of the tank is dry and the tank is full (not a slow leak).
