Ideally I’d love to purchase something that I can do some cosmetic work to and end up +100k in new equity.

Can property manager take over as soon as closing, such as getting the key from seller, cleaning the house, cosmetic  repair, and rent it out?

I did very little to my current place (minor structural issue in the attic repaired/certified by a structural engineer after purchase), but would definitely be willing to do some cosmetic rehab on the next one. 

Rents are currently $650, $650, and $350 (small third floor unit), The roof needs repaired or replaced (flat shingles) and it likely needs other cosmetic repairs.Seller started at $65,000 but said he'd be willing to sell it for less if I didn't give him a lot of hassle.

I think that a cosmetic update could be great if it adds upside to the property. 

I am looking to connect with banks/lenders who can execute delayed financing, real estate agents/Realtors who can find me deals (duplexes, triplexes, quadplexes) at 70% of ARV with cosmetic work only, property managers who will be wiling to go in C areas and a solid general contractor if ever needed.

I’m looking for recommendations for a general contractor that can help us do a cosmetic update to our 8 unit condoplex.

Assuming he's putting $15,000 down and saving the rest for closing costs, fees and maybe a little cosmetics (e.g. painting), the most he could buy would be like a $50,000 to $75,000 property which is less than most lenders even really want to deal with.

The house had been renovated previously, so outside of the roof, all of the repairs needed were cosmetic.  

Mostly cosmetic.
