The market would bear the cost assuming all investors passed the cost along to tenants unfortunately there are far too many hobby landlords that are killing our business.If we could get rid of the majority of small landlords that do not operate as a business our industry would be 10X healthier. 

I read the rule about the interest-bearing requirement starting on the 25th month.  

I had the deposit of $1500 (which has no bearing on the Judgement), so I only lost about a months worth of rent.
