Deposit requirement for a new lease

Hey guys, question regarding the hold deposit for a new lease.  I'm requiring the first, last and security of 1 month for a new lease.  I think that's pretty standard.  One thing I don't know is, do people require yet a 4th deposit aka hold deposit, to make sure the renter holds true on their intent?  I read some people don't have that 4th deposit, so I'm not sure what to do here.  Thanks.

PA. Landlord Tenant law says Landlords may not require a sum in excess of 2 months rent for a security deposit during the first year. During the second and subsequent years of the lease, or during any renewal of the original lease, the security deposit may not exceed 1 months rent. Additionally, if a tenant has been in possession of a leased premises for a period of 5 years or greater, any increase or increases in rent shall not require a concomitant increase in any security deposit
