I checked with my agent, they would not cover any underground repairs simply for the fact that they " unforeseen" and there is no way to check for this ahead of time he said.

Best way to tell about an area is visit it, you can also talk to local realtors and ask them about how the rental market is there. you may be able to research it online and even find out what the average rent is for the area.
