I love to visit orlando and typically visit about 1-2 times a year.  

I checked with my agent, they would not cover any underground repairs simply for the fact that they " unforeseen" and there is no way to check for this ahead of time he said.

I recently contacted a company that gave me a quote of $600 per year plus $75 copayment per visit.

Best way to tell about an area is visit it, you can also talk to local realtors and ask them about how the rental market is there. you may be able to research it online and even find out what the average rent is for the area. 

Well I was born and raised in Bakersfield, and although I wouldn't be scared to visit the area I would be scared to invest in the area.

If I were you I would go ahead and do the improvements, but don't omit the part where you raise the rent a little bit.
