It is also possible you have competition flagging your ad, but I would be surprised if 80% of your ads were inappropriately flagged.

Azeez:When we migrated our (somewhat smaller) building to sub-metered water, we gave the tenants a 1-year notice that they would be paying for their own water and started providing them with monthly statements showing their usage and what it would cost them when we start billing.

At a glance I would guess that C's electricity for the first 10 days is on B's meter, if so the shares would be B=2328.895 (3541-1212.105) and C=3535.105 (2303+1212.105), 1212.105 is the estimated usage for C for the first 10 days based on the last 19 days.Hope that helps.

If you don't want to go the route of billing by square footage, then there are meters/timers that can be added to the thermostat lines that can record the usage by each unit.

I'd also negotiate a reasonable rent increase to compensate for additional wear and tear/ utility usage from having an extra person.She sounds like a great tenant for asking permission.
