I need to put down some plants and 8" down I hit a cement wall, may be an old septic tank. 

I was wondering if it would be better to pour cement to raise the entire living area of the house 15-24 inches a reasonable thing to do? 

Their findings were a lack of handrails on the basement stairs and the also on the concrete stairs outside.

Put in new roof, HVAC system, fixed, replaced parts, and refinished all of the hardwood floors, new kitchen. all of it, down to the non-existent 2 x 4s (historic fire in the kitchen, walls were cardboard and rolled paper in lots of places, new hickory cabinets, fixed falling in ceiling/roof for breakfast room, fixed foundation issues, new subfloor in living room, dining room, new stairs. 

I would then also need to habe the house moved, setup, skirting, stairs etc VS just buying from a dealer and having them take care of all that I can’t remember how much it was but remember being surprised how little markup there was 

The house is in good repair (this is my first rental property) and I take care of issues promptly like the washer that broke, I bought a new one, I changed the toilet when it stopped working, I paid a roofer to put a new roof on, I paid a mason to repair the front entrance stairs.

Excluding land, office construction, pouring cement pads and asphalt for the drives.

The space contains a short common hallway on the first floor, and continues to the 2nd level staircase (top unit entry door is at the top of stairs).
