If you are talking about greater LA, I would recommend you to look into San Bernardino area and Irvine in Orange Country.

Now, are there outliers, yes always in every market.There are also no low hanging fruit in this market. 

Another beginner here as well, but I would start off researching non rent control areas near you (ie parts of long beach and orange county). 

Not sure if this can be useful to people, but here's a heatmap I made showing the concentration of flips in Tampa, FL as of last month..the the more Orange/Pink the more flips that are happening.
