I believe you need to put a large deposit on the house and then pay by the end of the day if it is a regular foreclosure auction on on the court house steps. 

That would be found in the local (Superior) probate court where they are deemed to be a resident of.

Also legally binds the renter to pay you rent (if they dont, you can take them to court).  

My vision is to own a company that invests in large apartment complexes (150+ units), property development, and in house property management.

My reasoning is VERY complex, be warned! 

At that point, pitching a syndication with the family members you mentioned should be a more realistic option, one that you will have hard experience to back up, and you might look to buy an apartment complex that can support professional management.

These are documents the attorney has prepared which are defensible in court and which have only the parties, property addresses, etc. left blank.
