Wow ... mine seems pretty tame, but odd nonetheless.I had a tenant bring his own water heater (electric) and ask to have it installed in-place of the gas water heater for the unit.

If not, I would put down 6 mil vapor barrier, run nailers as John suggested, and install foam panels between nailers so entire floor is supported.

Even if I only had to replace flooring, maybe the fridge, update the toilet to low flow and paint ... only spending 2K in the process; with missed rent, that is 2700.00 ... it will take 18 months to recover once the new tenant is installed at $850.00
